[Technical Task] When editing a Streetcode, those partners that are set by default should be displayed in the list of existing ones

Brief overview

We have 2 partners that set all Streetcodes by default, these are “Український інститут національної пам'яті” and “Railsware”. When we go to the admin page and edit any Streetcode, we don’t have partner labels by default in the “Партнери” section, which can confuse the user of the admin page.

Moreover, in the drop-down list of the same section they are not marked as selected.

Expected result

Make that the list of partners linked to Streetcode includes those that are added by default and that there is no cross next to them (so that they cannot be deleted). It is also necessary that the default partners be marked with a check mark in the drop-down list as selected, but at the same time be disabled and impossible to select (because they are already always selected by default and there is no point in letting the user of the admin page select them again).
