Upgrade to Vue3

Is your feature request related to a problem? Please describe. As stated in https://blog.vuejs.org/posts/vue-2-7-naruto.html, Vue 2 will reach its End of Life by the end of 2023.

Describe the solution you'd like Vue is upgraded to version 3 to still be supported.

Describe alternatives you've considered Run DigiWF without community support.

Additional context Vuetify currently depends on Vue2. As long as this fact doesnt change the epic is blocked.
