Rotate prow cluster credentials

"The cluster Certificate Authority is going to expire on 2024-08-18. You must rotate the cluster credentials before its expiry to prevent cluster outage. If no action is taken, Google will attempt to rotate the cluster credentials within 30 days of expiry as a last resort to keep the cluster operational."

Ill do this post 1.22 to avoid risk. I am pretty sure nothing using the cert auth so should be no risk/downtime, but good to be safe
