Consider extending the Metric template to have an explicit timestamp field

As you port metric adapters, please decide whether we should have a timestamp field in the Metric template.

Note of course that our template format doesn't yet support timestamps, but Sunny will be adding this RSN. @guptasu

I never got around to this, we should add it, probably shouldn't block the release though.
