Implicit allow from waypoint
Describe the feature request
Per the latest design doc on captured waypoints (see https://github.com/istio/istio/issues/49032) - would be really nice UX to enable implicit allow from waypoint via a global config such as MeshConfig so users don't have to manually configure allow/deny as they deploy waypoints for services/workloads.
