Bug Description

hi support, we do some investiation on iptables nat table inside istio-proxy

and found that no traffic seems go through ISTIO-REDIRECT. as we understand, if the container need send traffic outside, the traffic should go through envoy-15001 firstly, then get outside

by the way, istio works well, we just curious about the reason that no traffic been counted in iptables.
