[Feature-Request]: Build Monitor Play Sound Effect When Stage is Stuck in `PAUSED_PENDING_INPUT` Status

Describe the feature you would like to see

Currently the sound effect is played on job status change. For example, if job switches from RUNNING to FAILED, the build monitor will respond with a sound effect.

It would be nice if the same mechanism is in place for stage status, at least the last stage in line. Specifically if the job is RUNNING, but the last stage is stuck in as status PAUSED_PENDING_INPUT waiting for the user input. It would be good to notify the user via a sound effect (if sound effect has been turned on)

Describe alternatives/workarounds you have considered

Currently when stage is stuck in PAUSED_PENDING_INPUT the stage status changes to cyan color.
