Clean up README structure after `reccmp` migration

We should decide which part of the readme (especially under /tools) should go into which repository. There should also be references from the isle READMEs to the reccmp repository.

Let's not forget about the progress bars (especially for LEGO1.dll) being frozen (i.e. not updated).
