Feedback on this library and docker 18.03 implementation of it

This is based on my recent experiments with docker 18.06.0 and its support of SCTP. I tried to use iperf3 and your echo-server example to use the functionality. It gives very mitigated results and somewhat difficult to understand. I tried to make everything reproducible as described in my feedback. I am hesitating as to declare this as a bug to the moby/moby project and I wanted your impressions first. I am not an expert in sctp, although I am from a networking background so I'd say familiar.
