[Bug] Scroll Bar stops working lol

Current Behaviour

If you go to the controls menu, and click on an input, even if you click off and don't select one the control bar on the side freezes up.

Expected Behaviour

The scroll bar would continue working

Reproduction Steps

1. Go to the controls menu
2. Select any input
3. Assign an input or click off, doesn't matter
4. Try to scroll with STEAM+Right Scroll Pad and clicking

Sorry for the 3 issues today, these have just been living "rent free" in my head and I haven't gotten around to reporting them.
