ASR and ACD as new routing criteria

Once #532 is implemented, we will have quality metrics for all routing prefixes.

This issue aims to evaluate introducing quality as a new routing criteria:

  • Choose route with at least X ACD value.
  • Choose route with at least X ASR value.
