Feature Request: support for "free minutes" packages by destination prefix

Description

It would be nice to have a feature such as free minute packages in the billing section. That way the brand administrator could create a package of free minutes for a particular destination prefix, and assign that package to individual customers or to rating plans. A bonus would be being able to carry over unused minutes (within a configurable limit) adding them to the user's free minutes for the next month (or whatever the invoicing schedule is).

We're working in moving artemis to stable so most probably this feature won't be included in current release, but we will take it into account for the next release.

We're not focusing or efforts in billing in current release development, but if you're interested in promoting this feature contact with [email protected]. Take into account that these months are usually hollidays, so feedback and scheduling will have some delay.
