Allow creation of folders and assignment of new scripts to folders in UA Dashboard

Is your Enhancement request related to a problem? Please describe

It is not possible to create new script folders in the UA Dashboard.

It is also not possible to create new scripts from the dashboard in anything other than the root folder.

Describe the solution you'd like

Add a button to add a new folder when looking at the "Scripts" tab (which shows folders on the left)

If you're "in" a folder, bew scripts should default to the current folder.

Selecting a folder should also be an option in the New Script modal.

Describe how this would improve your Universal Automation Quality of Life

Allow more novice (or restricted) user to manage folders. Also nice for doing demos ;)
