Issue running Windows PowerShell when using DFS

Steps to Reproduce
A user has a DFS share for their PSU repository that includes the repository files and not the database. Multiple PSU instances use this file share to update scripts. When running Windows PowerShell scripts as a different user using the Run As functionality, the user receives an access denied. Permissions have been verified.
