I merged the two commands into one single Toggle. I tested it with all the ruby test files...

I also added a default command file this way the command will be shown in the command palette for easier memorizing.

So this is done: I have a plan to conbine these two commands. That should behave like TextMate.

great job. I'm sure there're definetely many things I got to learn from your PR, like package-metadata.json. can you add a support for multiple cursors? and please kindly build a straight branch based on the tip of master with expressive commit messages.
