User request to provide notifications from workflow of data availability completion

User request to provide a mechanism which would allow data workflows (via iRODS rules or from external tools) to send notifications to Metalnx users when said data workflows are complete so the user can review the data results.

In addition, we're needing the ability to request access to files and have an owner receive and approve these requests for access within the browser environment. there is a current workstream at NIEHS for this now, for use cases where external search (e.g. elastic search) returns a metalnx link to a file and no current permissions exist.
