How to treat existing capacity in max invest constraints

At the moment 'existing' (before model investments) capacity is not counted in constraints that limit maximum capacity. However, maybe they should. Then the name of the invest_max... parameters should be changed to max_capacity... or something like that. But it would probably be the better choice for most modelling cases.
