It's with all OSSCI runners I think.

Why wasn't this merged? @Muzammiluddin-Syed-ECE has done something similar again in https://github.com/iree-org/iree/pull/22780.

I see that the test is failing due to the runner being misconfigured (since no hip devices are recognized). Can we merge this test in anyways? It's ok to have failing tests, if anything it may increase motivation to get this runner fixed lol.
