throttle: Count as only one message when sending to message with multiple recipients

Currently, sending an email to a mailing list with, e.g. 30 members, throttle plugin counts it as 30 messages (and 10 emails sent to the mailing list are counted as 300 emails).

It's better count them as just one message.
