Ubuntu 21 is not a LTS edition, hence not many people use it on production server. 18.04 and 20.04 are mostly used instead.

Maybe a stupid question: is it allowed by Debian/Ubuntu packaging policy to always roll out the latest release when it's announced by upstream? Or have to stick to one version...
