This was recently implemented in solanum.

Use case: This allows oper bots and tools to easily tell what oper is trying to use a command and if they should be able to use it without having to perform a WHOIS each time. Existing spec: https://solanum.chat/spec/oper

I like this a lot more than the +y/+Y channel mode other IRCds (Insp? IIRC) have as an option. Would happily implement client-side support and expose it in Sopel's plugin API.
