Multi-target WHO commands

Clients often need to fetch metadata for multiple users when connecting, e.g. to display realname or away status for opened user buffers. It would be nice to allow things like WHO nick1,nick2,… (probably only for nicknames, not for channels).

Support could be advertised with TARGMAX.
