Standardise IRC colors

Currently, any one can change what each color code refers to (in terms of colors). I suggest making a standard similar to CSS colors. This would help with applications where you send colors and they render differently depending on the client and the client theme and user preferences

On this, this set of 'extended colours' (16-98) is getting some decent traction in clients and standardises things more than the set of 0-15 does: https://modern.ircdocs.horse/formatting.html#colors-16-98

@GIJack I'd suggest you familiarize yourself with existing processes of the ircv3 working group before making comments like that.
