NOIRLAB: Add SGI metacode file for translator debugging

Taken over from NOIRLab IRAF, original commit 63d508b630c6ea631c97315fe94f5c1f829e03cd. Adjusted to use the Makefile instead of mkpkg.sh. As the debug program uses an adjusted irafpath() function (with debugging of finding the path), we adjusted it as well.

There is a dev$sgimc file for an unknown purpose. Since it is not referenced otherwise in the commits, we remove it here.

Not sure however whether this is worth to merge; I don't see a real use.
