chore: use `curve25519_dalek_ng` version 3

Hey, thanks for your work on this. This PR uses zkcrypto/curve25519-dalek-ng on a more recent-ish version, posting this here for visibility; it might be useful to someone else. Cheers.

Should be able to use [email protected] and the latest rand_core once https://github.com/zkcrypto/zkp hit 0.9.0 🙏 , maybe we wait for the PR to be merged upstream before doing that one and cutting a release :)
