[DOC] Fortinet woes

Nobody touched Fortinet implementation in a long long time, and the vendor moved on ;) Here are the versions that work:

  • fortios v7.0.15 (built with https://github.com/mweisel/fortigate-vagrant-libvirt)
  • ansible-core==2.16.7, ansible==9.6.1
  • fortinet.fortios 2.3.6 ansible galaxy collection
