Add "netlab capture" command to start packet capture on VM/container interface

containerlab documentation (https://containerlab.dev/manual/wireshark/) describes how to start packet capture on a container interface. We should add a wrapper to netlab that would start packet capture on a node interface or a named link, regardless of whether the node is a VM, a network device container, or a tool container.
