Report if the topology file is newer than the snapshot/inventory

Changes to netlab topology file have no impact on most netlab commands (like netlab initial or netlab report) until netlab up or netlab create starts the data model transformation.

We should add a warning to most netlab commands saying "you modified the topology file, but you're still using the old transformed data".
