Requirements.txt not working

I'm trying to do all combinations of installing it but it won't work

"python3 install requirements.txt" "Pip3 install requirements.txt" Python3 -m install -r requirements.txt" "Python3 -m pip install -r requirements.txt"

Literally everything and it always comes up as an error. Plz reply I need this also it says something about like this

"Invalid syntax" "Line 57/29/85/184" "User/local/bin/pip" Please if u have an answer reply cuz I've been trying this for ages and I've done this before with a different tool and now it's stuck in like hundreds of folders without use jus taking like 4gb and I don't have space to do that again plz
