Permalinks don't work

Background

When reloading a page the permalink doesn't work, e.g. https://blog.ipfs.tech/2022-06-30-practical-explainer-ipfs-gateways-2/#debugging-content-publishing

This is a problem when sharing a link to a section in a longer blog post.
