Update blog submission guidelines for public

As a followup to #514, update some details so that any community member understands how to submit a new blog post for review:

  • [ ] Blog submission guidelines including which types of posts are encouraged & prioritized, clarifying project's relationship or usage to IPFS, no shilling, etc.
  • [ ] Once Forestry -> Tina migration has happened, clarify guidelines on who should submit via Github vs. Forestry
  • [ ] How to get your PR reviewed
  • [ ] How header images should be requested & handled
