Add a user-facing switch in IPFS to enable bitswap to talk to Golden Path for content discovery and download

IPFS users should be able to opt in/out of whether 'ipfs get' considers the Golden Path product when attempting to fetch content.

@petar / @aschmahmann : is this line of work relevant anymore? From what you're seeing today, do you see any chance of this happening in 2022? If not, lets close this and anything else relevant (e.g., go-bitswap issues referenced above).
