Application: Smart Contract + Blockchain Data on IPFS

Consider using something like stellar's smart contracts. You don't necessarily need to run code on the blockchain, just manage who is allowed to publish to what documents, pre-approve document publishing, etc. Since stellar is written in golang, you may even be able to integrate with it directly, which could have some other major advantages for doing things like tracking social media "likes". Or just use chunks of it's smart-contract code, if it's licensed appropriately.
You might also consider leveraging stellar's federation for resolving IPNS links.
