Hide expected connection timeouts when starting ipfs-cluster

When first starting a new Instance, there is bunch of ConnectTimeoutException in the logs, as we see when ipfs-cluster starts.

We should hide the errors up until the point where we done the max retries and it doesn't seem that ipfs-cluster started correctly.
