RFC: working group meeting: be more productive

I don't mean to introduce more overhead, but I feel like we have some new contributors, and that a weekly sync, if kept under time and in a more strict format, would be more productive.

As a structure of the meeting, I propose the following:

• participants come in 2 minutes before the time, adjusting their audio and video.
• participants place their names, updates, demos and proposed agenda items before the start time of the meeting.
• first 30 minutes: weekly updates where each participant has a maximum of 30 / <participant_count> minutes to give their update. Keep it short and sweet, focusing on what you're blocked at and what's next for you. Provide links to more in-depth details of each task / achievement / issue.
• 10 minutes: demos, maximum of 5 minutes per demo
• rest of the time: proposed questions and debate points, of a maximum of 10 minutes each.
• when maximum time is reached for any of these, moderator will cut in and propose some form of follow-up.

Other aspects:

• Announcement in public channels 1 hour before time
• Live streaming
• Moderator: I would like for the person in charge of moderating to change every month
• Notetaker: Although this is a cumbersome task, if done well saves a lot of time for people that couldn't attend the meeting or just want a quick update. I think that transcription-like notes like this ones can achieve that.

These are great ideas 👍

I would also suggest that people don't talk so much about the specifics of what they've been doing ("I closed bug X, implemented connection handling in the whatever, ..."). These can be listed in the notes section. Ideally this meeting time would be for discussion of blockers and what to focus on next in broad terms.
