linux wallet does not work on F28

bittube-wallet-gui: error while loading shared libraries: libboost_serialization.so.1.62.0: cannot open shared object file: No such file or directory please link boost libraries statically - they change frequently. current on F28 is 1.66.0 even on F27 boost is 1.64.0 previous wallet did not require dynamic boost libraries and still launches with no linker errors on latest F28
