Move trajectory cost computation (roll-out) to problems

I just noticed a cost difference for initial roll-outs between different solvers. The source of this is not taking into account the first timestep (for task cost), which we aren't changing in most cases. This reduces comparability of cost across solvers - ideally we should perform roll-outs within the problem to avoid this problem in the first place.
