now we are querying web-bp for name of the address like iotex-explorer/src/shared/common/address-name.tsx.

we should migrate it out of the web-bp.

@raullenchai The package you mentioned(iotex-token-metadata) is handling the erc20/erc721 token metadata. it may not related to this service
