What would you like to be added: shorten test vectors for /action/staking/handlers_test.go

Why is this needed: lots of vars have same value for all test vector, can replace them with constants refer to handlers_test.go in https://github.com/iotexproject/iotex-core/commit/0f50eecfe3a2c90b956feb224a7ac8a1482e0345#diff-36cd0603b5d74a45f0565df6cb08f2b9
