[Task] Run Rust test with default flags in CI

Description

We should make sure the default configuration of Rust flags builds and test correctly.

Motivation

In CI we test with all flags enables to get maximum coverage. We expect implementers to use the default flag configuration, this configuration is not tested separately though. The proposal is to run another build in test in parallel to the "all flags" build. The build should probably only run on ubuntu runners for not impact general CI runtime to much.
