[Subtask]: Enable continue button if rewards haven't been found

Currently the claim shimmer flow is stuck if rewards cannot be found on a given account. The only option to exit the flow is by going back to the login screen. We should allow the user to continue to create a profile if there are no rewards AND he ran the search at least once.
