docs(v3): add initial migration guide to stencil v3

this commit adds the initial migration steps for stencil v3. it is not finalized at this time (i.e. we are not "feature complete"). rather this is a backfill of existing work that has been commited to the existing v3.0.0-dev branch in the stencil core repository.

I'm going to open the official PR that ports this behavior to the core repo's BREAKING.md doc, but wanted to make sure this was good to go before doing that
