chore(infra): upgrade workflow actions to use node v20

Github Action workflows are currently warning about Node.js 16 being deprecated and needing to migrate. i.e.: https://github.com/ionic-team/starters/actions/runs/8879645681?pr=1844.

This PR upgrades to v4 for the affected actions.
