feat: IonIcon should support ALT attribute

Describe the Feature Request

IonIcon won't support ALT attribute, so on Desktop solutions it's not possibile to set a correct ALT label for hover events.

Describe the Use Case

When hovering the I counted I would expect as per to have a consistent ALT attribute management, instead in ion-icon, SVG title attribute is used.
