bug: Inline Modal doesn't allow full scrolling of content is reproducible with new version 8.4.1

Ionic Framework Version

v8.x

Current Behavior

The Modal interface in ion-select does not allow to scroll to the last item.

In this modal https://ionicframework.com/docs/api/select#modal add more items in the list so there is a scrollbar then the last item is not visible and remains hidden. Try here - https://stackblitz.com/edit/4jhdta38?file=src%2Fcomponents%2FExample.vue

This issue is similar to the one fixed here - https://github.com/ionic-team/ionic-framework/issues/24745.

Expected Behavior

The Modal should show all items in the list and the last item should not be invisible on scroll.

Steps to Reproduce

1. Goto https://stackblitz.com/edit/4jhdta38?file=src%2Fcomponents%2FExample.vue or https://ionicframework.com/docs/api/select#modal
2. Add more items in the list so you get a scrollbar on the side.
3. Scroll down to the end of the list.
