bug: popover arrow changes after scroll to the end of the page

Ionic Framework Version

Current Behavior

The popover arrow changes to up after scroll to the end of the page

Expected Behavior

The popover arrow should stay down position after scrolling to the end of tthe page

Steps to Reproduce

1. There was use the next code for popover for ion-button inside ion-menu

<ion-popover trigger="click-trigger-certificate" triggerAction="click" side="top" alignment="center" > <ng-template> <ion-content class="ion-text-center"> Some title </ion-content> </ng-template> </ion-popover>

3. Scroll page to the end and click to trigger popover
