chore(angular-server): update eslint to 8.x

Updated eslint to latest 8.x and @ionic/eslint-config to latest (0.4.0), which is required for eslint 8.x to work.

Removed eslint-plugin-import and @typescript-eslint/eslint-plugin since they are part of @ionic/eslint-config
