feat: determinate spinner/progress

Describe the Feature Request It would be nice to have a determinate state for the ion-spinner as described in the material documentation

Describe Preferred Solution A value attribute on <ion-spinner> with a type attribute to set determinate or indeterminate (default). The same as the ion-progress-bar

Additional Context There's contexts where a ion-progress-bar isn't possible and a circular indicator must be used. Since the ion-progress-bar have a determinate and indeterminate state it would make sense if ion-spinner had it as well
