Geolocation not working without google play services

I have read the issues about geolocation not working without google play services and as I understood with #731 , the plugin was using the native android api wich was not accurate enough and therefore the plugin switched to the google play api.

However, many android devices don't have google play services installed (not the majority but quite some). It would be nice to have a way to use the native api if the google play services are not available. Is there a reason why only the google play services are used and not the native api as a fallback ?
