Add GPLv2+ and GPLv3+ licenses

I'm generally open to adding new licenses but shouldn't the file have the full license text?

I just followed how the Apache Software License 2.0 is included (i.e. via a link to the Apache homepage). For GPL they can be found on https://www.gnu.org/licenses/ ( e.g. https://www.gnu.org/licenses/gpl.txt ). Please let me know if I should add the respective complete license text.

Sorry for tardy response: looked at few popular projects (https://github.com/search?l=&o=desc&q=license%3Agpl-3.0&s=stars&type=Repositories) and they include it in full - I guess that's the way to do it?
